Review: Gov. Mike Beebe's plan to raise taxes on cigarettes and other forms of tobacco by $86 million a year narrowly escaped an Arkansas Senate committee on Wednesday and was sent to the Senate for a vote, perhaps as early as today.
Under the governor's plan, the funds would finance a trauma-care system and 22 other health-related programs.
The current state cigarette tax is 59 cents per pack. Beebe's bill would add 56 cents to that. The federal tax will soon increase to $1.01 per pack after President Barack Obama signed a 62-cent increase into law last week.
The Revenue and Taxation Committee's 5-2 vote recommended that the Senate approve House Bill 1204, prompting the measure's supporters to step up their efforts to nail down the 27 favorable votes required to pass the bill in the 35-member Senate.

But Quilp and Brass were not in "society."
